You can't! In order to permanantly remove a hair, you have to destroy the hair follicle. Plucking is only a temporary solution. There are some creams that slow the regrowth of hair that has been temporarily removed, but the only way to get at the hair follicle itself is by laser or electrolysis, both of which are pretty expensive.

Plucking doesn't stop hair from growing, as it doesn't get the root--that's what makes it grow. You need to have electrolysis; this will kill the root.

Once you remove a hair, the piece connected to the root stays intact. Unless you get laser treatment, it will continue to grow back.
