You should be wary of guys who say such things, like you've
a big bosom, big breasts, or nice a** or sexy thighs etc.
Usually, they are imagining you as a stripped-naked puppet,
who can satisfy their sexual needs. Be careful, they are the
worst kind - sex maniacs 'on the loose' and you should avoid them at all costs.
No good guys will give such compliments to any girl who
are strangers except with evil intentions!
I suggest that you don't make eye contact, avoid and side track
quickly from those evil sex maniacs.

What to do is your decision to make. You could ignore it, but if it bothers you the problem should be addressed. Of course, if you tell him that it bothers you, he may not stop. Even if you tell him off, you will always know that he is looking at your behind.
Maybe the correct answer is to take the implied, albeit improperly made, compliment and forget about it.

First, how old are you Baby D??? You see, men are sexually stimulated by sight as well as by their own minds. So when they see feminine curves, it is not unusual to get excited. Unfortunately, we usually have to say something and sometimes it isn't well-received by the female.
So if you are over 18, decide if these comments are welcome or not. If they aren't welcome, just explain to him that you don't appreciate his comments. If you do appreciate his comments, then smile.

He's being disrespectful and I would put a stop to it. Just be carful. I would threaten him with calling the cops seeing your around him often.

It probably means exactly what he says. . . nothing more. You should do nothing UNLESS he makes a move on you that you don't want. If he does that. . . then take appropriate action(s).

well I dont know how old are you but I think that you should aproach him (maybe not alone) and tell him how uncomfortable it is for you his behavior and you want it to stop..
