Go to a tattoo/piercing parlor and ask to look around. Any reputable place will let you do this, usually letting you watch some artists work from a safe distance, look over liscenses and certifications and let you look at equipment. If you ever ask about a piece of equipment, a certain action or the such and they brush it off or don't answer, don't get your tattoo there. A good place has nothing to hide. Ask for a complete look at and run down about what will be used to do your tattoo. Make sure that all needles and anything they say they will put on the gun are in sterile packages prior to use. Anything else needs to be autoclaved. Ask them what an autoclave is and ask to see their's. They might not let you touch it, but they will explain that it is basically like a big pressure cooker that kills germs on nondisposable metal equipment. When you are satisfied that the place is good, then look through artist portfolios to decide who should do your tat.
Price will vary on the size and detail. Smaller and less detailed= cheaper cost. Smaller and more detail= moderate cost. Medium and less detail= moderate cost. Medium and more detail= higher cost. Larger tats= greater cost, regardless of detail.
The tattoo itself should be something that you have consistently wanted for at least six months. This is a thought from two tattooed and pierced friends, one with a spur of the moment and the other with both a short notice and long thought out. They both hated their split second decisions but the friend with one that he thought about loves it now because he thought about it for about a year before getting it. I've been decided on all of mine for a range of 4 months to 4 years, and haven't got them yet due to age.
Pain is also a big factor. If you have a high threshold, go for it. If you don't, start small and work your way up to larger tats
But I can't stress enough that improper tattoos and piercings are one of the top five ways to contract Hepatitis and HIV causing AIDS. Please be careful and pay the professional price and be safe instead of getting it cheap and winding up in a plastic balloon to protect you from disease for the rest of your life.
Hope I helped!

Go to a reputable tattoo shop. Look around and make sure the place is clean and check out the artist's station. Ask questions.........most important being---are the needles sterilized and packaged.......ask to see. And of course there is pain..........depends on how badly by how high your pain tolerance is. And be prepared to pay decent money for the tattoo----I am almost done with a sleeve and have other tattoo's over my body and have spent quite a bit and am very pleased with the work that my tattoo artist has done.

Go to a Tattoo shop. Make sure that the artist at the shop can do the type of tattoo you would like. Ask him to see some of his work. And yes it will hurt; how bad depends on where you get the tattoo on your body and how large the tatto is. Shadowing can be painful.

Go to a Tattoo shop.... It'll cost alot of money... They are NOT cheap... And it will hurt... And the amount of pain will depend on how you tolerate it... I currently have a full sleeve and 10 singles all over my body.. I've spent alot of money on mine.... Just make sure that you go to a good shop... You don't want some inexperienced idiot screwing it up.. not to mention if the place isn't clean you can get infections... Or something worse... check out the place before you get anything done and make sure their equipment is up to date and that they use NEW, SEALED NEEDLES on ya.... GOOD LUCK...

I got mine done at a local shop and it only cost me 70 dollars. Mine is placed above my right hip and I didn't think it hurt too much it felt more like a bunch of bee stings.

*cough* you're kind of a moron.
and this probably applies to you:
you can't get a tattoo while drunk or on drugs.
you might bleed to death.
(cause we'd miss you sooooo much...)
