I do train with ankle weights, wrist weights and a weight vest, so that when I train in class, I am faster and in more control of my techniques when I've removed the weighted items, it actually works.
you can check out awma.com for several weighted training items to use, they've got a weight vest, wrist weights, ankle weights, thigh weights, forearm weights, and a weight belt to train with.
they are also adjustable in 1/2 lb and 1lb increments, the best way to start is by using a comfortable weight to get started and get used to training with it on, then you can add more weight a week later and further add more as you progress.

There is a company out there that makes a vest that looks like a bulletproof vest or a flak vest for the military. The vest can be weighted down so that rock climbers or other athletes can train with additional weight so that when the vest is off they have increased stamina and speed. The only problem is that this type of training has to supervised. Too much weight can seriously damage the joints especially the knees. Good luck... the concept is sound... the practice is difficult.

you should not get your training ideas from crap anime. Toilet anime.
hung gar guys supposedly (historically) wrap iron rings around thier arms to increase thier stregth when training. This is probably where this **** anime got the idea from. Using a weighted vest I would imagine is not as effective as just learning the techniques and doing stregth training outside the techniques. Or get a partner and do resistance training drills with the techniques.

Buy yourself a weight vest. I don't know if they are the best thing for your joints, but plenty of athletes use them.
