I understand being busy, but I hate this too! I've gotten to the point of saying, "please don't commit if you think you'll be too busy to follow through."

It is a lie most of the time, but there are exceptions. For instance, I work 40+ hours a week and I go to school full time at night with 15 credit hours. I usually am to busy to keep up with all my committments.

I used it just yesterday, "sorry I didn't call, but I've been busy, and I have been sick, I just worked 5 shifts and I'm tired". It was the truth, I was all of those things.
As long as it is the truth, it is OK by me to say I've been busy. One of my friends used it on me last time I talked with her, and then she elaborated on it. She had been too busy to call, serious illness in the family.
Just use the line sparingly, honestly, and make sure the other person has not got the idea that you were too busy for them, personally, just too busy for a lengthy phone conversation.

It depends on what's going on in that person's life. Sometimes people ARE too busy to do things - like next week is midterm for me, (college) and I know I'll be saying "I can't, I'm too busy" this week and next because of exams and assignments. Don't underestimate other people's lives, either...people used to do that to my mom because she was a stay-at-home mom: "what do you mean you're too busy? you don't even work!" Those people had NO idea what it was like staying home with two children and a house to care for.

If it bothers you that much, buy them a calendar or a planner. That way they can write down stuff and not forget, even when they are busy. But things will slip through the cracks sometimes, EVERYONE is guilty of it.

Time is limited for everybody and so things that take time have to be prioritized. People will make the time to do what is important for them.
Saying "I've been busy" is a way they can try to avoid hurting your feelings. Better than saying "I have better things to do than mess with stuff YOU want to do."
Accept it and move on. Find your own things to be busy with.

every one has the time it is a excuse that we use when we dont want to bother with the subject at hand like visiting grandparents "no time busy " means we dont want to see you except at our convience
