2) No sex discrimination
3) Literacy for all
4) Food for all
5) Stimulate the working harshness in Indian's mind
6) Develop your main resources, intellectual and computer literacy
7) Keep your country clean so as to hv a healthy population

Wow- I thought that it was a pretty major country already! Atleast, it appears to be on that route.
My answer would be to give the country more time to evolve... check back in a few years :)
