You can artificially grow algae, anyone who owns a fish tank would tell you. All you need is a container, prefereably a glass or plastic tank because algae needs light. Fill your tank up with water and place it near a window where it the sunlight can access it and leave it for a week or two and watch the green stuff develop. You may be able to speed things up by adding a fish tank heater, but I'm not sure what the best temperature would be.

I just like to add that you can satisfy you curiosity and have a lot of fun by observing a drop of such "green" water under an average microscope. You will be able to observe the algae and an awful lot of all kind of funny creatures whirling around.
Only, don't squeeze the drop between two microscope glasses, use only the support one.

I don't know why you want to grow it artificially. My fresh water fish tank is full of algae and I did not put it there.

it is WAAAAAY too easy.
The difficult thing is to NOT grow algae in any standing body of water if there is light available.
