This quote is from Psalm 9 which starts out:
1
I will thank you, LORD, with all my heart;
I will tell of all the marvelous things you have done.
2
I will be filled with joy because of you.
I will sing praises to your name, O Most High.
So the author, David is praising God for the things that God has done for him. More to the point, I believe that David is expounding upon God's mercy toward those who will believe Him and seek him.
Jesus is also called the Prince of Peace, hence an emotional and psychological shelter or safe place in times of distress.

Having something to believe in when all seems hopeless.
Something to keep you going.
Something to make you go out with a smile.
There is something a terrorist will never show on their web site. A man laughing before he gets executed. A man sticking his tounge out at them and wiggling it. For it means he had no fear and without fear the terrorists job is defeated.
When you can still smile, laugh and have a sense of humor in the darkest hour you are still a person with hope and a future.

Jehovah is a shelter for those who aren't getting justice in this world.
Those whose trust is in Jehovah will never be abandoned.
David said it best when he said his parents would leave him, but Jehovah never would.

Lovely scripture.
If you notice, it says “those who know your NAME trust in you” so it’s emphasizing how important the use of God’s name is (PSALM 83:18)
Does ‘knowing God’s name’ involve merely an intellectual knowledge that God’s name in Hebrew is YHWH, or in English, Jehovah?
No, it means more than that -
When Moses was in Mount Sinai, “Jehovah proceeded to come down in the cloud and station himself with [Moses] there and declare the name of Jehovah.”
What did this declaring of the name of Jehovah entail? -
A description of his qualities: “Jehovah, Jehovah, a God merciful and gracious, slow to anger and abundant in loving-kindness and truth.” (Exodus 34:5, 6)
Again, shortly before his death, Moses said to the Israelites: “I shall declare the name of Jehovah.” What followed? Mention of some of His grand attributes, and then a review of what God had accomplished toward Israel for the sake of His name. (Deuteronomy 32:3-43)
Hence, knowing God’s name means learning what that name represents and worshiping the God who possesses it. And using it in our prayers to Him.

it means the same as teh Ethiopian and Timothy...you need to read it for yourself and not bend it to fit dogma but see what else it says to the contrary
Curse The Children
"And your children shall wander in the wilderness forty years, and bear your whoredoms, until your carcases be wasted in the wilderness. After the number of the days in which ye searched the land, even forty days, each day for a year, shall ye bear your iniquities, even forty years, and ye shall know my breach of promise." (Numbers 14:33-34)
This cruel curse on children attributed to God, for the sins of their parents, bears the typical harsh vengeful evil spirit that permeates the Old Testament.
How can one not conclude that these verses give the greatest insult to a loving God?

One can only find rest in God.
Where we can find peace and understanding.
We can cast our burdens upon God-
We give him the authority over our lives and not our will be done.
God is our refuge- our sanctuary
He is our Sabbath- our rest.

Knowing someones name means more that being aware of what that one is called, it also means knowing what that ones' personallity is. If you know Gods name (which is Jehovah- Psalms 83:18) then he is approchable for you, even when things seem very dire, you can trust He will help.

When we are persecuted, are in need, are down, depressed, God is there to be that light unto our path, to guide us, and if we cling to Him, everything will be ok, because He has never abandoned us, even though we abandon Him everyday for more money, more things, things that are not of Him.
