It is abuse when it infringes on the rights of others (right to assembly, freedom of speech, slander, confidential information, right to privacy, etc.) or endangers someone.
You can say God hates fags all you want (granted, you are an idiot), but when you disturb someone's funeral, you are invading their privacy.
You can speak out against a rally, but you can't disturb the rally. That is taking away their free speech and right to assemble.
You can say JK Rowling writes about witches, but you get into slander when you say she is promoting devil worship.

Freedom of speech allows verbal abuse -- however, the abused has the freedom of speech and association to say otherwise or go elsewhere.
And never forget the most important right - the right of a property owner to decide what is acceptable and what is not. Don't like what someone is saying on the street? Walk away. If they follow you, walk home. If they insist on being on your property, call the police. Simple.

Freedom of Speech is a great thing, and one of the many freedoms we in the US enjoy. However, it can't be abused. With the privilege of free speech comes responsibility. Some one has already said, you can't shout fire in a crowded, public space. I think the same principal applies to the whole concept of free speech as a whole. Just because we can say what we want, doesn't mean that we should say anything we want. We need to take responsibility for what we say and how we say it. I'm not advocating political correctness, but I am saying, using hate speech, and saying things that are mean and cruel, for the sake of being mean and cruel shouldn't be tolerated.

Abuse is when a person uses his freedom of speech to incite others to commit crimes, lies with the intent to defame others or defraud.
Being insulted and having our feelings hurt is the price we pay for the right to speak freely.
The fact that the FCC censors "vulgar" speech would appear to be unconstitutional since "vulgar" speech is entirely subjective and protected by the constitution.
No one in the US has been jailed for denying the holocaust. Those laws are uniquely European & Israeli.

In Freedom of speech, anything you say, will be abuse to someone. When speech might endanger lives, fire in a theater for example, it is limited. What we need is freedom of speech, and the freedom not to hear it at the same time.
