Fried fish has been a street food in England for centuries. It probably started at fishing ports where any of the catch left over would be fried to stop it going off.
Chips originated in Belgium - also as a street food.
Early in the 20th century, soldiers returning from Belgium brought back the idea of chips. It was easy for fried fish shops to make them and so a new British national dish was born. This great British tradition is less than 100 years old!
I have absolutely no idea why Americans call them French fries. Perhaps they're just not very good at Geography.

Originally from Portugal, from where they became Fish & Chips in England, and Tempura in Japan. In England, Fish & Chips were made popular in the North West, after the industrial revolution, when whole families were working in factories, and needed a ready-made, affordable, nutritious, filling meal after a hard day's work.

Sir Walter Raleigh is credited with introducing the potato to England. But it was the ever adventurous French that first sliced them up and fried them. Though the origin of the word is lost in the fogs of British history, the term “chips” is generally thought to refer to the resemblance to wood chips of the authentic wedge-cut potatoes beloved of fish and chips.
