Pass the parcel is an obvious one, as the kids love it. You could have a pin elmos nose on elmo. But instead of a pin, use blu tack instead.
A treasure hunt is good.
Since they are only two, you have to make the games short, quick to learn and simple. Two years old have a short attention span. Plus make the prizes available to all party members, that way no one will be disappointed and you should be able to avoid terrible twos tantrums then.

I had an Elmo themed party at my 2 year old daughters party too. I dont know about your 2 year old, but mine does not really get the idea of games yet. I would say she loves to do the hokie pokie and we have an Elmo book and Ernie toy that does the hokie pokie. Maybe Simon says since my daughter loves to point out her nose, toes ect? Most other typical party games that I can think of are more for older kids. We did not really have any kids her age at the party so we did not play games. I just recently went to a party for a 3 year old and no games were played there either, the kids just played. It was nice outside and the kids just ran around and played.

2 year olds do not play games well nor do they always play well with each other. I'd skip the games and provide things for the children to do, such as balls, blocks, books, trucks, and crayons and paper if you are brave enough for that. If you are having the party at your house, be prepared for your child to be less than thrilled about sharing his toys with others. You can offer some things like dropping clothespins in a milk jug or if you can play outdoors and the weather is nice, let them paint with water. Provide little buckets and paint brushes (you can get these at dollar stores) and let them paint the house, the trees, the sidewalk. Organized games with clear winners and losers is hard for 2 year olds to grasp. Avoid games that require people to be "out" (such as hot potato) since it is hard to keep track of little ones who aren't playing anymore.Keep the party short. Having some play time, having a snack and maybe doing a simple craft, such as playing with play-doh is about all you need to do at this age. I'd save opening presents until the guests go home. Take a picture of the birthday child opening the gift and send it along with a thank-you note to each guest.

Pin the nose on Elmo, fingerpainting, anything with blocks. My son will be 2 in Nov and we're getting a jumper. My cousin got a clown for her son's 2nd birthday and the clown engaged them in dancing and face painting. It was cute =)

We did pin the tail on the donkey using sticky tape instead of pins, But they really didn't play any games they just ran around and did their own thing. We also had a pin'yata.

musical chairs, "grover, grover, elmo" (duck, duck, goose), bean bag toss into elmo cardboard cut-out, giggle me elmo - each kid lies on his back with his/her head on another kid's belly. they must try not to laugh while saying "tickle me elmo" over and over.
