Here are the following when to have the flag at Half-staff

Death of a gov't official
Death of many people (like 9-11)
Labor Day (for remembering soldiers lost)
Flag Day (also remembering soldiers lost)
Death of the president
Death of a police officer-firefighter-peace officer etc (remembrance)
Any day that the government says to lower flags in respect.

The pertinent section of the Flag Code says, "by order of the President, the flag shall be flown at half-staff upon the death of principal figures of the United States Government and the Governor of a State, territory, or possesion, as a mark of respect to their memory. In the event of the death of other officials or foreign dignitaries, the flag is to be displayed at half-staff according to Presidential orders, or in accordance with recognized customs or practices not inconsistent with law.

As Americans we should put it a half staff when Newt Gingkslob gets his way and puts the Presidents power above Congress and the Supreme Court as Newt says he would do. We should also put the flag at half staff when Newt ends Social Security, as he has said he would do. You see Newt does not care in the least if your Mother and Father starve and live in the streets, it will not effect him. Newt also would love to see a Republican President with Hitlers power.

Not that I am aware of. You can search for "Flag Code" and read the entire set of laws covering the flag. It isn't long, in fact I think it can be printed on one or two pages.

BTW, did you know there is a time and place when it is OK to fly a flag above the American Flag? Now there's research project for you.
