Comparing Charleston, West Virginia with Jackson, Michigan, you'll find the cost of living is a tiny bit less in Charleston (they are almost identical).

Overall: Jackson=83.2 Charleston=81.4
Food: Jackson=100.7 Charleston=98.2
Housing: Jackson=57.1 Charleston=58.4
Utilities: Jackson=86.4 Charleston=76.7
Transportation: Jackson=100.4 Charleston=102.3
Health: Jackson=97.9 Charleston=87.8
Miscellaneous: Jackson=98.7 Charleston=95.6

On the other hand, median household income is a lot higher in Jackson.

Per capita income:
Jackson=$43,171
Charleston=$35,418

So, Jackson would probably be more affordable than Charleston.

You need to narrow your focus a bit. Some parts of Michigan are much higher than other parts. I would imagine West Virginia is the same way. But I agree, WV is probably a bit cheaper.
