How does the Person In Need of Supervision program work? Who does child report to and how are they monitered?

The child doesn't report to anyone. Social Services does the supervising (occasionally) and provide funding for a babysitter when needed. This is done usually when children have been returned to their mother after being in foster care and the mother has to attend courses on parenting.
