The child doesn't report to anyone. Social Services does the supervising (occasionally) and provide funding for a babysitter when needed. This is done usually when children have been returned to their mother after being in foster care and the mother has to attend courses on parenting.

I'm not sure if I answered your question properly because you haven't given any details. I'm just talking from experience as a home support worker and one of my duties used to be babysitting such children as I just mentioned.
