Resort wear appropriate for men and women are ‘country club’ type clothing. Since the invitation is for dinner, then evening resort attire for men would be nice slacks, polo shirts, button down shirts, nice shoes or sandals, with the option of wearing a sport coat. For women: nice pants, skorts, skirts, nice top, casual dress, sundress, nice sandals or casual shoes. The length of the skirt or dress is knee length or longer.
Daytime resort attire includes the same clothing suggestions as evening resort plus nice shorts can be worn as well.
The big confusion with "Casual" on an invitation, comes from the fact that there are varying degrees of casual and just one word doesn’t cover it! Often the inviter has something in mind that isn’t properly communicated. "Informal" may mean "casual" to the inviter, but it is not.

North has it right, just adding absolutely no blue jeans of any length, no tube tops or shelf bras even under a jacket. If the occasion calls for it, like a round of golf, shorts are OK, but long ones, close to knee length, of non-see thru material and color, like khaki Dockers, no underwear showing. Pair them with a collared t-shirt, or with a sweater set, weather permitting.
You still want that professional like look, no clunky jewelry, make-up not loud, you are looking for a elegantly refined, or tailored look.

generally a button down shirt an slacks or khakis for a guy or a polo shirt, I would say skits and shorts but genrally the use of a collar, sandles are ok
