Yes, it is. It's a message to theists to attempt to "imagine" a world without their religious prejudices and presumptions.
I often use this technique myself, when talking to people of faith. It is very difficult for them to imagine a world without a god, and getting them to willingly attempt to do so is a huge step in getting them to open their minds.

Imagine is a song written by an atheist who longed for a world where mankind could be good all on their own if they only would follow his advice and get rid of various things that he thought were bad like religion.
JOHN LENNON:
Some years before during his interview with an American Magazine, he said:"Christianity will end, it will disappear. I do not have to argue about that. I am certain. Jesus was ok, but his subjects were too simple, Today we are more famous than Him" (1966).
Lennon, after saying that the Beatles were more famous than Jesus Christ, was shot six times.

No it's "pie in the sky" wish full thinking. Atheists, I hope, should be better grounded in reality than that. Not all Atheists are grounded in reality, many are fighting a perceived noble battle. A battle that only achieves the opposite of what they hope for.

There has been war after war in the name of religion, and I'm sure that's what John Lennon was thinking when he wrote" And no religion too". So if that makes it atheist, then so be it. It's a song about peace.

Yeah, when I listen to the lyrics, I'm turned off by the whole idea. It sounds like a bunch of mindless folks with all the same opinions, that have no range of emotion, and no goals for the next day.
Beautiful tune, and a few beautiful concepts, but over all, it kind of creeps me out.

To say "imagine there's no heaven", implies that there IS a heaven, so it does not sound much like the position of an atheist.
