Maybe some, but a lot of things can live or hibernate in extreme cold. To kill all the germs the water needs to be boiled.

Nope. Some germs are killed, but many germs survive such temperatures with ease.
This is why, by the way:
- it is recommended to not re-freeze any frozen food, especially cooked. Because while it was frozen the first time the bugs were dormant in it, when you re-heat the bugs colonize it like crazy. So if you re-freeze it you put these tons of bugs in a dormant state and next time you de-freeze the thing can actually quickly become hazardous to your health
- it is very dumb to try and drink water close to the foot of a melting glacier, because it teems with bacteria, which lay dormant and are multiplying like there is no tomorrow in the more favourable milieu (you are supposed to drink only below the point where the water has had time to flow and mix with air for at least a mile, because the oxygen tens to kill such bugs). If you don't follow this advice you typically end up with a nasty sore throat, sometimes more

No, boiling water will kill germs but freezing them, especially in an old water bottle will not kill anything.

It doesn't kill them, but when you freeze water, it prevents them from multiplying. When it's thawed out, they can multiply again.
