In simple terms it means "an acknowledgement that the mail or post has been received by the concerned person".

There will be an attached post card on the item which you sign at the time it's delivered to you. The signed card is then returned to the sender so they know you received the item in the mail. Usually attached to an important piece of mail or something of value.
