Have the drawings and the drawing ability, but can't get a start as an apprentice or can't find any courses of classes to learn.

My son is an apprentice and he went to a local tattoo parlor and talked with the guys there and told them that he wanted to become a tattooist and showed them his work. He is studying under a guy and learning all kinds of things.

In this day and age, drawing ability isn't a prerequisite, but will get you more customers. But most already have a specific design that you can just copy or trace to the needed transfers that you can just slap on and trace with a marker to do. But since that isn't your question, here's the right answer.

First, start by going on-line (duh, what isn't these days?) and searching your states laws on how to get a license to become a piercing/tattoo artist. Even if you don't want to do piercings, it increases job opportunities and customers to know how, plus in some states you HAVE to be certified to do BOTH! In my state you do.
If that still doesn't get you beyond just laws, go to a local tattoo/piercing parlor that is reputable. These people usually have their licenses and certifications displayed to help customers decide that that particular parlor and artist is a good choice. Ask one with their license and maybe even certificates. They will tell you what to do from there for your state. And even if they don't, most artists in a parlor are like family and they can refer you to some one who does know. (but this usually occurs if they switched states and only required a brush up to prove they really know what they're doing)

Hope I helped!

I'm not sure but you have to know how to draw real good. I also think you can go to school for that yoo.
