Here is how i would do it...
Steps
1. Try to think creatively, not literally, with your silver gift. When shopping for a couple, remember to consider both the wife and husband.
2. Put careful thought into selecting a gift for your spouse. When buying a gift for a couple, if you don't know their taste or style, ask people who do.
3. Interpret silver as perfection. How about a dozen roses, Belgian chocolates or Dom Perignon champagne in silver flutes? Or silverware, or unique jewelry pieces?
4. Think of something you can do together, if you don't like the idea of traditional gifts. Design the "perfect day," buy the perfect books, or choose the perfect outing or gift with your cherished partner or couple in mind (gift certificates can come in handy here).
5. Enclose a personal gift card acknowledging that 25 years of marriage is an important milestone, and remember that flowers are always the perfect herald for this kind of event.
Tips & Warnings
* A small amount of real silver in the form of a vase, mirror frame or matching bangles makes for an elegant gift.
* Only the immediate family buys expensive anniversary presents.

Go thru the old photos. Staring with their wedding picture, try to find a picture for each year they were married. Get a really nice 25th anniversary photo album and arrange them all in order. You can find lots of anniversary stuff on the "wedding" dept of most stores.

Usually the children are suppose to throw you a party. But my parents don't really like parties, so when their 25th came up we (my brother and I) got them a weekend away trip. To a place called The Shack Bed and Breakfast in Michigan(http://www.theshackbedandbreakfast.com/) My parents really had a great time. They even went on a paddle boat ride on the lake. I also recommended this place to a few other people and they had fun there too.
Or my husband and I stayed at Willow Winds (http://www.willowwinds.com/) down in Asheville, NC for our honeymoon. This is also a really nice place.
Maybe where you live or within a few hours of where you live there is something similar.
Or my husband and his brother bought his parents a gas fireplace for their parents 25th. He loved it, just not the fact they left it for him to install. But their Dad is handy like that.
It really depends on your budget. Just think about what they like.
Upon Edit: Oh, I also came across this website one day. Maybe your parents would like something like this: http://www.whenweweremarried.com/
When We Were Married⢠features an elegantly designed custom-printed book that refers to hundreds of events that were popular when a couple married. These include important news stories, popular songs, TV shows, movies, sports, awards, statistics, advertisements, and more!
The couple's names and wedding date are
printed throughout, along with a poem that you
pick and a dedication that you write.

Soo nice that you care so much for ur parents..They should be proud of you.
For one of our family friends , this is what we did.
We made another family take them out for the evening, and feinged to have forgotton the day..
we planned with the kids to keep a spare key to the house, opened it, and arranged the whole house. we had enlarged theire wedding photos, stuck them to the bedroom wall, had plenty of flowers in the bed room, and left gift packs all arround..On their return we switched off lights and remained, silent inside. It was lots of surprise and fun.. and made it a memorable day for them..
best of luck..to u for palnning..

Your parents likely have all of the things that they need, so why dont you do something personal for them, such as preparing them a nice meal, or taking them to an event...a restaurant, a play or concert. Flowers are always a nice way to celebrate a special event. I am sure that they will appreciate any nice gesture.
