On the leash and a properly fitted and properly placed choke collar you will teach the command LEAVE IT
IF the dog picks up something check him with the collar and tell him to leave it and remove the item from his mouth.
Always use the leave it command and they learn it fairly quickly.
Mine if they pick up anything now you can tell them leve it and they will drop it and omve on like no big deal.
You need to give them a snap with the collar and then give the command in a firm voice. Then remove the item if they do not drop it and move on. At first you are going to have to remove the tiem but they will learn to drop it.
Practice and work on it. It is one of the better things to teach your dog and one of the things I work on with every dog I train with.

When he goes for the garbage tell him "NO" sharply. If you have him on a leash pull him back and say it at the same time. Eventually he will learn. Sometimes garbage is just too tempting for dogs but I would definetly make him stop who knows what people throw away. He could be eating anything.

If you have the leash in your hand steer him away from the garbage. And it could be deadly to let him eat garbage! There are some sicko people out there that poison things and leave them about for animals to eat!

Well, he can't go and eat rubbish unless you, holding his lead, find some garbage and patiently stand next to it with him, allowing him to eat it, can he?
Keep walking! Don't stop and let him consume crap, just hold your leash firmly and do not stop walking. Very simple.

Use the gentle leader. It does not cause pain to your dog and it's a lot easier to take them for walks. When they have it on, they can't eat anything. Maybe you should try the leash.

In addition to the good answers may I suggest that you can use a muzzle while you take him for a walk till he gives up the habbit. Use a muzzle which is comfortable and does not make him feel bad.

When I had my dogs, I trained them myself. The best way is to reward them for their good behavior with praise, a pat and in the beginning, one of their favorite treats when they do what you want. You can carry a newspaper with you if you want to "slap them in the butt" with the rolled newspaper and a firm no, but that is not usually necessary; the fact is they learn the reward system very quickly. he has shows and books and newsletters and other ways of helping people train their dogs and he is, without a doubt, the most knowledgeable person I've ever known of when it comes to dogs.

Keep him on a leash and don't let him near garbage. That seems simple enough, don't you think?
