if u're not interested in him, don't bother. but if u are, just ask him...it's the only way to know. any other way u try, won't end up well. and also let him know YOU are interested in him.
if u're shy...try talking to him about relationships or something like that..and watch his reaction...

If that is all he does, then no, he is not. He needs to sit somewhere. If he starts talking to you a lot then you have a chance.
