If you are talking .22 rimfires ...

The best rifles for accuracy would be heavy barreled (1" dia.) target rifles such as the: Winchester 52D, Remington 40X, Anschutz Super Match 54 Models, or the Walther. All should be able to produce 10 shot, dime sized groups at 50 meters, or quarter sized groups at 100 yards.

However, these rifles will not shoot for beans unless they shoot appropriate target grade ammo, such as the Eley Tenex round or the old WInchester Olympic Gold. Any rifle must be tested with a variety of ammunition to see what combination shoots best!

Bolt Action with a Bull barrel.

It would have to a bolt action rifle, because semi-sutos don't lock up consistantly after every shot. You probably can get 1- 13/4" groups at this range easily with any bolt action gun.

Any kind of bolt action rifle is more accurate than any other type of action. Other than that it all depends on who is pulling the trigger.

The most accurate 22lr rifles in the market are made by Anschutz. They are also the most expensive.
