You could try asking members of the Latvan community in Britain. There are a load of Latvians living in Milton Keynes.

Go to http://www.familysearch.org/Eng/Library/FHLC/frameset_fhlc.asp
and click on "Place Search". Type in Latvia and you'll get a list of record categories that are available through the LDS Family History Centre system. Click on a category to see what individual sources there are. You may be able to order microform copies of these records to view at your local centre; on the catalogue front page click "Family History Centres" and search for your nearest one.
