the same thing use to happen to me.
try putting the water bowl up higer than the perch. Generally the birds will go to the toilet while on the perch, right? It won't stop the "Crap" on the water bowl entirely, but it should stop at least some of it.

Most cages you buy today, come with water dishes attached to the inside and have a perch...plus the perches themselves. Make sure the perches arent located too close to the water container provided, if it is, they are gonna poop in it all the time. As the other people have stated, get one that attaches to the outside of the cage and the little silver spout only sticks inside the cage, thats a perfect fix. It will take alittle adjustment on the birds part to find the water, but once this happens, the problem is solved. Most cages come with two cup containers with slide up doors...one for food and one for water.

Why not change from a bowl to a water dispenser that attaches to the outside of the cage and only has a small opening inside the cage where your budgie can get a drink of water.

Budgies will poop in their water, they don't stop to check where they are going. You can try things like putting the water lower in their cage than their perches higher. Budgies like to be as high as possible. Also make sure that their water is not under their perches. I find that I have to change my bird's water often because she decided to use it as a bathroom but these tricks helped with that. Good luck.

I use water tubes they sell them at Pet Smart and Petco. They are plastic and they go on the outside of the cage and a little part on the bottom fits through the bars so they can drink. You can also buy them a hooded bathtub that hangs off the side of the cage so they are less likely to poop in it. The water tubes are nice because you can grab them off the cage form the outside to change the water in them.

So position perches higher than the water bowl but not directly above it. Also invest in a water fountain which clips on to the outside of the cage.

easily one of my cats does a similar challenge -- no longer as regularly now that he's older, yet once a month or so he will spill all his water. some cats in simple terms take excitement in taking section in with water, and putting a towel lower than the bowl is the perfect answer. DON"T YELL! The cat will imagine you do not favor her to bypass close to water. that can make her reluctant to drink adequate water and he or she might want to get dehydrated.

Put more perches in the cage. I use branches for my birds. This has really helped stop that behavior. Make sure the branches have not been sprayed with pesticides and are thick enough to hold the bird.

Mine do too..suppose that's where they like to be in the cage...just change the water regularly or buy them a comfy chair and a TV away from the water !!!

Why not change it to a drink dispenser like the ones used in offices, then they'll have to use a cup to get at the water.
