She is not moving much, she has all her feathers fluffed, keeps closing her eyes, i dont think she is eating either..help! Is she sick?
I am sorry to say i dont have a vet to go to :(

Give the budgie a hot bottle covered with a towel, put her on the bottle.
Buy calpol sugar free 3+ put a drop in her mouth with few drops of water 3 times a day.

I give calpol to birds in my aviary when they aren't well I also give calpol once week in thier water mixed round.

Cheaper then go vets

Is there any discharge coming from it's nose? if so , then yes it's sick. Do you know the birds age? What color is the fleshy part at its nose holes, brown or blue? If its brown its a female, if its blue then its a male. Are there any other birds in this cage with it? There are so many questions that need answered before i can really tell you if there's a major problem, but fluffed feathers, alot of sleeping and not eatting, is not a good sign. Is there a local pet supplier or bird breeder in your area that you can turn to to get anwers? A private avairy, bird breeder, could tell you right away an answer to your question and help you find someone who can treat your bird if it is really sick.

One of mine did these exact same thing and I asked my Pet shop where I got it and they said if your not sure if it is eating or drinking check its poo droppings and if the amount on the paper below him and the same consistency as normal then that is a sign it is taking something in. Check if the color of the dropping are normal. If so it may have just gotten chilled so it was suggest to buy a heat lamp from the pet store - they use them for their birds to keep a warm environment (they are sold in the lizard department) or just use a space heater and keept its area warmer then usual. I was told by them to not let it get too warm etither because that can cause problems. With the heat lamp theyi told me to just shine it on part of the cage so they then could move away from if it was too hot. You can ask them how high the general temperture of the room could go up to if you use a space heater for the room it is in. Certainly the warmth couldn t hurt anything and would help to stablized it if it did catch a chill or even a cold. Being Chilled would lower its resistance even more. And eving some of the stuff the breeder mentioned sounds like it could give it strength also.

If its droppings do look too much different then normal and you Know it is not eating then you are probably going to look up a Vet.

YES. Your Budgie is very sick. The first thing you must do is to keep your bird,very warm. I mean VERY warm,at least 90-100 degrees. This is an absolute must! Use covered hot water bottles or heated blankets. Cover your bird,keep her quite and out of draughts. Pack the hot water bottles/heating blanket around her cage. Seek advice quickly from a vet. A note of caution. Birds will die very quickly if they do not receive prompt veterinary care,within 24 hours.Good luck.

well it doesnt seem like its very healthy try cheering it up talk to her she might need attention or a prtner bugies are social they like to be with ohters of their own kind
