i mean most developed countries call it the mod thats ministry of defence so why go on the offence to other countries and why not call MOO? i mean do they have one?

Wars are transient in nature, they come and go. Defense is constant and necessary. Not all wars are untaken as a matter of offense. Many times countries are attacked by other countries, given this scenario they are on the defensive, at least in the beginning. Even the United States was attacked during World War II by the Japenese and was forced to play defense in the beginning. Further, no country is ever constantly at war.

most countries don't want to have ministry out rightly termed for the invasion of another country...America department of defense was at one time was called the war department. with that said everyone knows that the "best defense, is a good offense"

They pretty well know that they have kept the Ministry's name as Defence, because they believe that best form of defence is Offence.
