There is one complete city, Cap d'Agde which is completely nudist. That includes schools, churches, theaters, workplace, stores etc. Many of the city parks in Germany allow complete nudity. Many European countries allow nudity anywhere in public and nude political demonstrations are common. Family nudity is very common in Eastern Europe. It's the result of the overwhelming sense of freedom after the fall of Communism. Several states including Vermont and Oregon have no laws against public nudity and even more states allow toplessness - NY and Ohio for example. I don't think its cultural, more like a matter of personal preference. I have no prob being undressed around my mom and sister. My dad used to walk around in his underwear when we were kids, but he stopped that as we were approaching the tweens. You need to specify your question a little more.
