Can the free Ubuntu Linux be installed on a new hard drive?

I know you can boot it up from a Windows machine but I arent sure whether it will work if i just insert the disc into a computer with a blank hard drive and install it onto there

Yes but change your bios setting to cd-rom, boot it and it will come up with install? and click on it and BAM! there you go!
1st pref to cd-rom
2nd pref hdd
then boot it!!
