It's hard to be sure, as I'm sure that there were many assassination attempts that we never heard about. My money's on Fidel Castro. The CIA admitted to trying to assassinate him about 20 times. That doesn't include any attempts where they didn't admit to it, where it was attempted by another government, or where it was attempted by his own people.
