My new neighbors have a 12 year old Chow-mix, who only likes me when owners are present. Otherwise she growls and tries to attack me if I approach. She is tied up near my fence. Problem is they tie her out all day (they are home), with no water, or shelter. I have aske dthem to give her water when tied out, tried to give water myself, but can't get near enough. Sometimes when its pouring , or storming, it takes them awhile to bring her inside. What can I do to get them to properly care for the dog, without calling animal control. They will know it was me, and I need to keep on friendly terms with them. Any suggestions? I can't stand going out in my yard when she is out, because I feel so sorry for the dog.

The law is on your side on this one. In every state in the USA it is illegal to leave a dog outside without a shelter (or immediate access to the house) and without water.

This is cruelty to animals and should be reported. The poor dog. Please stop feeling sorry for the dog - and help her. She can't speak up for herself. She probably has a charming personality that this way of life has clouded.

If you are scared, encourage one of your visitors to witness what is going on -- and as a Fourbeane has suggest - prompt your friend to make the call. It does keep you in the clear - especially if they start asking "who reported it?" -- your name won't be anywhere in sight or on anyone's breath.

Nothing, you should call animal control if your SURE the dog has no shelter or enough water. If they are not taking care of their dog why do you have to keep on friendly terms with them? I call that having a character flaw. If you truly feel like the dog is being abused you should help the poor thing out without worrying about what the abusers think.

Wow, that IS a difficult situation. I had the same problem until recently when my neighbors moved. You may not have a choice but to report it. Unfortunately, the dog's reaction to you (growling) may be the exact effect the owner's wanted. It's not uncommon to mistreat a dog so that it becomes more vicious and protects the property. It's sad, but true.

If worst comes to worst, you could ask a friend to call in an anonymous tip, then if they asked you if you did it, you could honestly say no. I know that's really kind of a half-truth, but I'm siding with the dog on this one. Those people don't deserve to have a dog.

There isn't anything else you could do but call Animal control. You can't really force another adult to do what you want. I see abuse and I always report it even if it upsets my neighbor. I have a police officer as a neighbor and his dog comes in my yard so I borrow a trap from Animal control and catch the dog and turn it over to the shelter and he has to bail it out. I don't care if he is a cop. He is suppost to obet the laws too. So my suggestion to you is to call Animal Control. It is not fair to the dog to not have food or water or shelter all day. It is about the dog NOT your neighbor. Hope you can call them.

put a big based pan of water on the ground as close as you can get, then use a long stick to push the water over to the dog. You may have to call in abuse, or watch the dog die. You are in between a rock and a hard place dear, sorry, I wish you luck.

you sound stuck. use a long pole to feed and water the dog.throw it a doggie treat every day. get the dog a dog house and tell the people you got it free and thought they might be able to use it. go away for a week and call animal control every day your gone.if it bites a kid its on you for not stepping up. the dog man

When you're over there, secretly give the dog treats (It works like alot) and the dog will be nice to you. Umm for the owner thing, I cant really answer that, you're going to have to speak to the neighbors.

when she growls at you she is only defending her territory. It isn't personal.

perhaps the owners, or at least one of them doesn't like the dog. The best thing for the dog would be a new home
