Define "terrorist". Would you include the 14,000 held in prisons in Iraq? No charges, no lawyers, no outside contact, not even the Red Cross. Would you include the over 300,000 dead civilians in Iraq?

Do it their way. Cut off the part that was used to commit the crime. For those who behead, cut off their arms. For those that rape, cut off their raper-daper. Etc.
Then put them in tiny sound-proof cells and let them scream away their lives eating pork..
