In the UK they do, there is a 3 part code on the label, normally part of the use-by label. This identifies the Licence issuing region ( town ) and the site within that region ( factory ).

you local Environmental Health department in the council can help you with a list.

As for abroad, some do but only if they think its going to be a sales benefit. So they are not going to tell you your plum tomatoes come from North Korea ( eg ) at the moment.

actually they should if not it is breaking the food description law!! But you have to be careful on this as if you get a Scottish cow and bring it and slaughter it in England!! what is it? Yes the food retailers/manufactures manipulate the law to their own needs.
