Will Bulgarians need a viza to enter the UK after 1st Jan 07?

They will be allowed to visit for a period of 3 months but they will not be allowed to work. The subject of open employment is still being discussed between the EU and the governments involved. It could be up to 7 years before the job markets are opened up. This is to protect the economies of all countries but especially Roumania and Bulgaria. If there was instant access it could seriously damage their economies as they would suddenly lose their most able workers.
