Whom is the "they" you are speaking of? If you told me that, I could answer you better. I have heard the rumor that the people of Israel are doing that. I have also heard them deny it even on international tv. I don't see anyone rebuilding it, do you? No one can really say for sure then. I presume you are looking for signs of end times. One is also supposed to be the rebuilding of the City of Babylon which has been on tv and has been being reraised. If you read the scripture closely though, I don't think it means the actual city will be rebuilt as a sign. I understand it to be referring to the restructuring of the world system aka Bablon, Babylon the Great, the Whore and so forth. That has been done many times throughout history whether it was by Alexander the Great for Greece, or Rome or what. Christians watch for signs so that they can tell when the end is near. Specifically tho they are told to watch the green branch of Israel and it finally becoming a nation again in our lifetime is one of the last signs.
I think alot of Christians are sick of the way the world carries on so monitarily focused and unloving so we desire the change the end will bring. With that in mind alot of Christian Jews as well as well Judaic Jews returned to Israel and still continue to. To me that is the building of the third temple in progress but there might also one day be a refurbishing of the actual old temple too. It is difficult to guess. I believe that the rebuild of the old city of Babylon means nothing, but it is interesting that it is occuring and who would have guessed it would. I suspect it is just coincidental but there is plenty to look at that is not. Without going into all that has been or what remains to be, what is really important is to be ready BEFORE the meeting with God, and what I think alot of people forget is our meeting with God might come tonight via a car accident, fire, stroke, you name it. While we can be assured the word of God is true by many means past and present as well as those still to come, and it is wonderful to see those, the bottom line is still that we have to be individually ready NOW, because we do not have tomorrow promised to us. Just as no man knows the day nor the hour that God will return, we also do not know the day nor the hour He will call each of us away. It may come as a thief in the night-or even as swiftly as a thief in the DAY!

Yes. It has been discovered that the last temple foundations are located approximately 100 meters from the Dome of the Rock, making it possible for both buildings to exist on the same site and appease both the Muslim and the Jew as it pertains to one another's holy sites being disturbed. Once the building actually begins on the Third temple, look out! Rapture is close at hand!

There are some fanatical Jews who are preparing for the Temple to be rebuilt. All religions have fanatics.
But, the majority of the Jews believe it is a great offense to G-d to destroy any Holy places, no matter who they belong to. And, The Rock of the Dome and Al Aqsa Mosque are on the Temple Mount. We would never destroy them. If we did, the Temple that we built would be an affront to G-d.

There are certain Jewish people that have built a scale replica out in the desert in order to have everything in order when they can rebuild the temple. However, I don't believe I will see it built, as the Antichrist will broker the deal to allow the temple to be rebuilt where the dome of the rock is now, and I believe I will be raptured prior to the Antichrist showing himself as a world leader.

Yes. And the red cows that were used in animal sacrifices of old are being genetically cloned to insure there are enough. And they have begun to gather the relics or artifacts that sanctify the temple and altar.
