Easy, you should say, "I bless this water in the name of the Father the Son and the Holy Ghost a the same time you will be making the sign of the cross over it. It is now holy water.
WARNING...Don't ever drink the holy water from church fonts, it has been shown to carry large amounts of bacteria from fecal matter on people's dirty unwashed hands dipping in it, also if you have a cut hand dipping it in the font could get you a nasty infection.
I used to be a Catholic brought up and went to Catholic school, served on the altar etc so I know all about it... I'm now an atheist.

There are no ingredients really, holy water is supposedly tap water that has been blessed by a true believer such as a priest or whatever. Not that I believe in that sort of thing, but it is only what I have read or heard.
