The lines between these 3 are not clearly drawn, and definitions can vary from country to country and the type of industry (manufacturing).. And yes, in some cases they could all be the same.
Most clear definition:
While a R&D Engineer designs a new concept and proves that it works, ----
- The Manufacturing Engineer gives input on how it needs to be designed to best suit a most economical manufacturing process.
- The Production Engineer designs jigs, fixtures, and test equipment for the manufacture of this product.
- The Industrial Engineer makes "time & motion studies" to optimise the layout of the production work places, number of operators, robots, material flow, etc....

Production and manufacturing engineering fiels overlap each other. Manufacturing can be slighlty more involved on a shop floor level where as production engineers can be involved with scheduling, maintenance etc.
Basically if you can do one, you would be qualified to do the other though.
