theres's some one that i know in the phillapeans and they want to become an american citzen so what kind of documentation would they need to come from there to california?

First off you need to become an immigrant also known as a resident alien. You will most likely have to wait for 10-15 years after a family member petitions for your immigration to the US before you can come here.

Then after residing for 5 years within the US you can apply for citizenship. If you pass all the tests 'voila' you're a citizen!

Yes it's a bout a 20 year process.

Of course you can marry a US citizen and that would suddenly make it a 5 year process.
