It is the surname she went by before she gets married. If a Catharine Roberts becomes Catherine George after marriage her maiden name would be Roberts. It would remain Roberts no matter how many times she marries. It is actually the family name of her birth family.

your mother maiden name would be her last/family name before her marriage. if you find out your mom brother last name you will know your mother maiden name.
