restart the system and it should start in the normal mode.. if not then while restarting keep pushing the F8 key until it comes to a page where you are given the option of starting your computer in the safe mode or safe mode with network or normal mode etc.. select the mode you want to keep and your all started ;o)

when there is a sudden turn off of power due to maybe a "brownout" or a loss of power with the main source, so your computer automatically turned off without proper shutdown... so when the power is back and yo turn on your computer, it will ask you if you continue to check your disk if there are some errors since it was not properly shut down... if you keep on not checking on your disk, the next time you turn on your PC it will display an error and will ask you if you want it ran in a safe mode or in a normal booting...

restart your computer
at the start up , hold down the F8 key
you will be brought to a menu in the MS-DOS program
there should be an option to use a command line
it will look something like
c/:
then type in
c/: scanreg/restore

restart it, it should go back to normal start up. If it doesn't there is something else seriously wrong.
