Any global company, but you always pay extra for dropping it off at another location. If you're not staying long, it might be cheaper to just keep the car and also drive back.
I've got good experiences with Hertz

I checked for picking up a Ford Ka (the cheapest they've got) in London City Airport on October 5th and dropping of in Rome Airport 2 days later (probable travel time), and this costs 1512.91 GBP

If you, on the other hand, rent it for two weeks and deliver it back at London City Airport, you only pay 244.17 GBP

So choose wisely and check multiple companies:

Hertz, EasyCar, Avis, EuropCar, Sixt, you name it.

Might be cheaper to fly if you are not stopping along the way.Or if stopping consider the train. Factor in the cost of gas, tolls, the cost of the Chunnel. Plus would you rent a right hand drive vehicle and return it in a left hand drive country? Don't know what the big companies charge for that since a right hand vehicle is virtually useless in a left hand drive country. Might not be so much demand to get the car rented and returned to England which is the cheapest way for the companies. Good luck.
