Measure child's inseam, then arm length. However there is no
guarantee that if you take many measurements a bike will fit. Bikes
come in many styles and even a seat will be back a inch or two furher
on one bike than another. You must also consider the rate at which
children grow. The best bet for you is to take your child to the bike shop
where you'll be getting the bike, this could make a surprising and
wonderful adventure for the both of you and ther will be no disappointments.
I don't think any bike shop will be wanting you to return a bike for any reason.
Also consider a good used bike too, don't buy your bike from a Wal-mart
type store. Trust me on this subject I used to work in a bike and also

If the child is in school, phone another school mum and ask what size bike their kid has and is it the right size. The bike shop may be able to help as well. Then you need a friend's place to stash the bike at and arrange a late night recovery the night before the borthday.

Take your child over to one of his friend's/relative's homes who have kids his/her age and let your child ride their bike. If it's perfect size, you know what size you need! If too big, get a size down, if too small, get a size up. And if you still don't end up with the right size, don't worry, you can just exchange it at the store after - keep that reciept!
