You would find it on a Train, any large machinary that requires an operator or engineer. Even Tin and Gold dredges (alluvial off shore dredges) have them.

They must have a person stepping on it or actively turning it for the machinary to operate. Otherwise the machine will come to a standstill.

It's a switch/handle that must always be held 'open' for a machine/train to work. If the "man" dies and lets go the machine will stop.
