But I need to know for sure cause a friend of mine from Romania is desperate to know.

The rules aren't yet in place. The UK Government has said that a work permit will be needed for employment. Romanians (and anyone with a Romanian passport, including many Israelis and Moldovans) will be free to visit the UK as tourists or businesspeople on a temporary visit. Whether they will be required to get a free and gratis EEA permit of some kind (to inhibit fraud) cannot be known. It is not obvious that requiring such a permit would be legal under EU law.

The problem is that in the UK there is no registration of inhabitants, nor anything to stop a foreigner from opening a business and/or working as an independent contractor. And precious little to stop anyone from working off the books.

But as of now, it's just politicians talking. In the past, no temporary controls have been imposed (against nationals of the new EU-10 and Switzerland) even though they could have been.

From January 1 2007 no visa will be required for a Romanian citizen to enter the UK (or any of the other 25 EU countries). However your friend will still need to apply for a work permit in order to become an employee in the UK, although there are a number of activities for which no additional permit is required (student for example). See the attached guide for details.

Yes they are allowed to visit for a period of three months but they are not allowed to work. This will be the situation for the next six or seven years after which they will have all the rights of other EU citizens. This is designed to protect all economies as a sudden influx here would not only damage the UK but would have a devastating effect on Romania if their most able suddenly left the country.

As from the 1at of January 2007, Romanians and Bulgarians will be allowed to enter the UK without a visa. But they may not be allowed to work in the UK. This is still being decided.

From 1st January next year they will be able to visit for a 3 month period without a visa but they will not be able to work. It may be as much as 7 years before this is allowed. This is a sensible approach because a sudden influx of workers would be detrimental to the economies of both countries.

I think Romania will find it hard to get accepted in to the EU(not UE). You do not conform to certain requirements as yet. So fo rthe time being you will have to be issued with a visa

As from January no visa is required. There is talk of bringing the date forward a bit to avoid a backlog but best to check with immigration before hand.

Now- No s/he cant go to the UK without a visa.
As of January next year that will be possible.
