Warm climate: I suggest BARBADOS, for cheap accommodation (clean, but not fancy as a hotel): Pegwell Inn Guest House -- by far the cheapest I know. If you decide this, hurry and call that guest house, because January is a peak season or something.
Cold: Prague, Czech Republic. Try a hostel.

Cape Town, South Africa.
Its one of the best times to go there. The sky will be blue and it will be sunny and hot. There is loads to do there - go to the beach, go to Robben Island where Mandela was imprisoned (now a museum), go to winelands a short distance out of Cep Town, go up Table Mountain, shop, eat at fantastic restaurants and generally have an awesome time. The people are friendly amd you will probably also find it really cheap becuase its liekly that where you are from your currency is stronger than the Rand at the moment.
People will maybe tell you not to go because of the crime, Just be aware and sensible as one should be wherever they go in the world. Its a really fantastic place to go for both couples and families. If you have time you could also maybe go to one og the game parks in Mpumalanga and see the big 5. It will be REALLY hot up there so maybe you would not like that if its too hot.

Dubai, best time of year to go the weather is amazing and all of the outdoor activities can be enjoyed, would recommed the Madinat Jumeirah, amazing hotel with man made rivers, the perfect place to enjoy a drink or two in the winter sun....perfect.
