Well, you could do something really cool with various sized stripes around the walls.... Lets see...paint the whole wall with the llight blue, then go around and place thick brown stripes and then use the navy to add very thin stripes on one side of the brown. Whether or not you want them touching is up to you...you could leave a thin light blue stripe between the navy and brown. So it would either go very wide light blue, very thin navy, very thin light blue, thick brown OR very wide light blue, very thin navy, thick brown. Vertical of course.
With that you get a classy modern look that is also more exciting that painting a whole wall one color. You could get some brown leather chairs to match and blue vases and other such accessories.
P.S. As far as the thickness of these stripes it depends on how many you want to do and how big your place is but dont do too many. I would do say at least 3' of the light blue, the brown I would do about 1'and then the thin stripes maybe 4" for the navy and 2" for the light blue if you choose that pattern.
Not that I think you would pick mine but that would look so cool.
P.P.S. Whatever you do keep that brown in there because I forgot to mention that sometimes two blues together with nothing else can look cheap and...just not right. I am not a big fan of using two shades of the same color in a room with no other color.

use the navy blue on the ceiling, sky blue on the walls, and the brown to trim what ever needs trim. Then get some sparkly stars for the ceiling or the ones that glow, some glow when using a black light.I'm assuming this is a beauty salon. You can also use the navy blue around the mirrors with the sparkles in some extravagant design.

Okay, my boyfriend is a painting contractor, and he is ALWAYS complaining that his customers pick out too many colors to use at once. He is of the opinion that it ends up being too overwhelming to the space. So...I would suggest using only two of those colors and then perhaps putting up some crown moulding around the top. Like maybe use the Navy Blue as your base color and then the brown as an overlay (sponge or newspaper painting is a great idea) and then keep the crown moulding white to keep the room kinda crisp.

I would go with the sky blue on the ceiling, navy on the walls with a line of the brown at a chair rail height. Anything has got to be better than the polka dots. How big is the space?

When you say "salon" I assume you have a beauty salon of some sort--hair, nails, whatever. I think a salon should be a color that flatters the skin tone of your customers. Trends be hanged!!! I have sat in way too many white salons w fluorescent lighting, cringing at my own pasty complexion. . .avoiding my own face in the mirror. Is that what you want for your customers? Color and lighting are everything in a salon. Think "makeup colors--" something soft, rosy, warm. . .like the colors of blusher.
Whether blue or brown is flattering to one's complexion I couldn't say for sure.

I know someone else will give you a better answer, because I know nothing about interior decorating. But I would use Chocolate Brown as your base/primary color. Maybe use the navy and sky blue as a contrast with newpaper blotting on the bottom section of the walls.

How about stripes in the brown and powder blue? I think those two colors together are quite effective. What color are your fixtures, sinks, chairs, etc? Have fun with your decorating.
