No it is not true. It is a tale to scare children into stopping grossing out their parents. The nerves of the eye only allow the eye to face in or out if they become lax. This is called Strabismus. It is not something you can force to happen or will happen if the wind changes.

Being cross eyed is genetics, it is not true that when you cross your eyes it could stay like that.
But sure it will strain your eyes.
