I've never seen it as shouting. I've seen it more as being a little more emphatic. T H I S W O U L D B E S H O U T I N G A S F A R A S I A M C O N C E R N E D ! ! ! !
(but that's just me) (What would be really good would be to have the size 24 font, in bold, underlined, and in black and red - now that would be shouting.)

If you've seen any of my responses, you will notice that my block capitals are corrections of the ENGLISH language, to any morons who think they can get away with american while I'm on the net!
Anger never comes into it, it's just frustration that the standards of education around the world have become so pathetic in the last 30 years, especially in america!

I completely agree and I must add that there is no option for italics or a bold font to make a point when writing a response in Yahoo Answers.
I for one have OFTEN resorted to using the only distinguishing feature...the CAPITALIZATION options to cause the reader to
PAY ATTENTION to a particular word.
