I have a green card and I just won the DV Visa, but my spouse do not have a green card. Am I eligible for the winning?

You seem very confused.

First, if you have a green card, why did you enter the DV Lottery? People who already have green cards are not eligible, and it makes no sense to play.

Second, since you had to declare all your immediate family on the DV entry, your spouse (and any minor children) is automatically included in your DV win. If you married after entering, your spouse can still be included when you apply for the immigrant visas. If you entered without including a spouse you already had, your entry is invalid.

You need to read up on the rules.

Yes you are, and if you don't have an immigration lawyer, now is the time to get one. You will be able to petition for your spouse. If you accept the DV visa and accept the green card, it could get complicated, because you have to give up any other pending petition. For example, if you filed for asylum, and your spouse was also on the petition, and then you accept the DV permanent resident status, your spouse no longer has an active asylum application. Sorry, I can't tell you who a good immigration lawyer might be, but you could very well need one.

Yes, you will. When you applied for the lottery, if you noted that you're married and listed your wife's name, if you win, your wife will be automatically included, as will your dependent children below 21 years of age. So, yes, you will be eligible, and your wife will also get a green card.
