I have a 9" x 12" painting that I bought VERY cheaply on eBay. I don't want to spend much to frame it. It's on canvasboard & the edges are painted so I'm not even sure if it needs painting.

It doesn't have any type of wire or anything else to hang it with. So what's the easiest and/or best way to hang it?

Buy one of the cheap photo frames that you can get for less than $10 at Walgreens or any store. and frme it in that , the canvas board is thin enough to fit in one of the frames.
No mess secure and looks professionally done under $10.
good luck

Before you rush out to buy some hanging wire think! how do i fix the wire to the canvas board? drill holes? No, 9x12 is not very heavy so you could use string fixed to the back with some packaging tape. Or try gluing some pieces of fabric to the back and looping them through some curtain rings to form hangers. You might even make them show above the top edge of the painting as a decorative feature and simply hook them over picture hooks. You could also glue the picture to another piece of board, [larger all round than the painting] leave the edges exposed and colour them to complement thepainting. This will form a "block mount" which you can then hang using string or wire stapled to the block. Failing all these try poster mounts, made by 3M, boring but effective!

just some old fashioned wire you can get it at an arts and crafts store or at a hardware store, and no you do not need to frame it if it is painted around the edges, thats up to your taste if you want it framed but not necessary, and if its an original, then this is a good way to show off that it isnt a print.

Another option would be to use self adhesive Velcro.
